We have reviewed request no. 1204 for the year 2007 submitted by al-Azhar magazine and which includes the following:
I do not wear hijab. Will Allah accept my fast and prayers?
Answer Fatwa Council:
The legal attire for Muslim women is a duty Allah the Almighty has imposed. He prohibited women from showing the parts of their body which they have been commanded to conceal from all men who are not of her unmarriageable kin. The legal attire is that which conceals the entire body except the face and hands; it must not reveal, cling to the body, or be transparent.
The various legal duties are not interchangeable. For instance, performing prayers does not permit one to forsake fasting, and praying and fasting do not justify forsaking the legal attire.
A Muslim woman who prays and fasts but does not wear the attire which Allah has commanded her to wear is blameless in regards to her fast and prayers, though she is but blameworthy for forsaking hijab which is obligatory. Whether these acts will be accepted is something left to Allah the Almighty — apart from the fact that a Muslim is obliged to assume the best concerning Allah the Glorious, even if he or she has committed a sin or an offense.
A Muslim must know that one of the many kinds of mercies that Allah extends to man is His decree that good deeds erase the bad – and not the other way around. He must also know that by doing so he will be opening a blank page with Allah - a page devoid of any sins and by which he will repent from his sins, and thus make the month of Ramadan the starting point for embarking on good deeds that would lead him to Allah the Almighty and make him favorable in His eyes. A Muslim woman upon whom Allah has bestowed the gift of prayers, fasting during Ramadan, and obedience to Him, must show gratitude by performing the duties she has neglected. This is because one of the signs that a good deed has been accepted is being conferred the success of succeeding that good deed with another.
Allah the Almighty knows best.
